Have HTML TOC but no return to top feature in HTML

Team's Response

We agree that having a return to top feature might enhance the user experience when they are reading our User Guide.

However, this is not a FeatureFlaw but rather, a Quality of Life enhancement for the Documentation.

Furthermore, in the AB3 User Guide and Developer Guide, there is no such return to top feature as well.

Hence, after changing the bug type to DocumentationBug, we decided to accept this bug.
