Allow users to configure Panno themselves #11

This allows people who do not want to install Panno globally to still configure it themselves.

While I can see the use of something like this, I'm not convinced this is the LaTeX :tm: way. Do none of the existing font location adjustments work (e.g. using a local TEXMF tree or setting OSFONTDIR)?

Ah, OSFONTDIR does work. I was trying to look that up, but I must not have used the correct query.
