This functionality would make it possible for the webmaster to manually specify
a destination language for any specific page region, overriding the current
language specified by a user.
This could have a range of applications, but perhaps the most useful would be
that a webmaster could retain the source language of some text within a larger
region that has otherwise been translated into the user's destination language.
An example of where this could be handy is shown in this separate feature

As well as specifying any destination language for a region, the webmaster will
also be able to use the 'orig' parameter to retain the source language, 'base'
to translate the region into the site's base language, or '' (or <blank>) to
translate the region into the user's requested language (the default option).
