Wandering witches are pointless and broken and NEVER even a remote threat
for any survivor team.

sv_force_time_of_day 0

This cvar controls the time of day, forcing sitting witches at night. As
far as I can tell it doesn't affect anything else.

Just tested it with sm_cvar and it works perfectly.

BETA2... As long as Valve's cvar isn't one of the "lets randomly break other 
things un-
related to the cvar" type that Valve seems to like, this should be good.
