Tanks don't get teleported upstairs on Dead Center anymore. #79

After a recent valve update, tanks aren't getting teleported upstairs on DCE1.

Possible solutions include: slapping on another similar fix; importing 
atomicstryker's fix.

I'll update Sourcemod and finally test our srsmod's fix to this either tonight 
after work or tomorrow.

Also when I was trying to get srsmod to work before, the current tank fix 
actually did work on the one time the tank spawned below in Dead Center 1. 
Strange...

They don't get teleported upstairs in 2.2.1

This should be fixed now that Left4Downtown2's forwards have been fixed.
