Serve static files using relative paths or basepath does not work as expected

What steps will reproduce the problem?

This is using the built in jstestdriver from the most recent phpstorm version, 
or 1.3.4.b as local version.

When serving paths like this does not work you're basically forced to put the 
testing configuration in the root of your project folder which is no option for 
me as all test configurations are stored in a git submodule with the path Build/

It would be cool if at least serving static files relative to basepath would 
work.
