Laravel Pulse #4

Pulse pretty much supercedes both Telescope the Laravel Health page on the Filament panel of Toybox. I can likely replace Telescope & a good chunk of the healthchecks (if not all) with Pulse..

Tried out getting Pulse working. Seems to load with some hacks, but doesn't want to record data.

I think for Toybox's simplicity I can stick with Laravel Health & Telescope for now.
