Remove .runtimeconfig.json pack workaround #3

Due to https://github.com/dotnet/sdk/issues/472, the dotnet-transform-xdt.runtimeconfig.json file is not included in the nupkg file when dotnet pack runs.

Remove the current hack when the issue is fixed.
