How to use this with the build pipeline in VSTS?

Should I use the Project-level configuration? I'm on dotnet 2.1.1.

Never mind. I dug a little more and found that all I needed to do was add another .net core task with the command set to "custom". And Custom command set to "tool". See here: https://docs.microsoft.com/en-us/vsts/pipelines/languages/dotnet-core?view=vsts&tabs=designer
