PDF overlapping on top navigation #342

I have top navigation. On the page have called I-frame and src is PDF. Iframe 
is hiding behind navigation but PDF is not hiding behind menu. I have applied 
Z-index on iframe -10000. still PDF is overlapping on menu.
Any solution?
