Estimation of CUSFTA? #5

Footnote 3 says we are also estimating short-run effects of CUSFTA. What exactly do we mean by that?

I'm coming to the conclusion that this is more or less BS, unless we can extend the dataset to before 1988, we should just get rid of this statement altogether.
