Features:

Easily expandable matrix:
- Add/remove compiler versions, build targets can be done by altering only the matrix.
Aggressive caching:
- Only clone and rebuild Nim and/or csources when needed.

The first build will take around 1-2 mins, subsequent builds should average around 10-40s, depending on the target.
