Add Release Workflow to publish a release on github

To make it easier for maintainers to publish new releases, a github action release workflow should be added.

ACs:

• workflow to add a draft release to github
  • contains an artifact with hackypi images for raspi4 and raspi3
  • and security challenges (ipk)
  • changelog automatically created by github action (https://github.com/actions/create-release/tree/v1.1.4)
  • version tag with incremented patch number is added automatically to draft release (can be overriden afterwards)
• hackypackages-server docker image should always get the same release tag as the github release, ideally in an automated way
• maintainer manually publishes the draft release, which triggers tagging of git commit and ideally docker image
