Option to use existing Python installation #3

Perhaps the installer could have the option to exclude the Portable Python 
installation if it detects that Python and PyGTK are already installed.

The easy way to allow this is just to make it an option in the installer and 
let the user decide whether or not to to take the option (should default to 
using bundled Python).
