Clustered map generation #1

Implement clustered map generation. Consider dragon galaxy style - cluster mass balancing.

  1. Get cluster matrix for number of players
  2. For each player set up a cluster, put HW, DWs
  3. Place additional 4 regular planets into cluster of the same total size and richness
  4. Add remaining planets outside of the clusters
