Determine an SFIM Git workflow

We should create a description of the ideal SFIM git workflow and then write documentation explaining the steps.

Proposed workflow:

Branch off from either main or a specific development branch as the project requires.
Open a draft PR with the new branch as soon as is reasonable so that others can review code.
Discuss changes in the PR via Review or the PR's conversation. Discuss changes that you'd like to see incorporated into the PR in issues.
When you believe a PR sufficiently addresses an issue, mark it as "ready for review."
When the PR meets all PRs, merge it with the GitHub interface.
