clean up Cargo.tomls
fixing warnings
fixing some TODOs:
- Remove unnecessary TODOs
- implemented error types correctly
- created lib prelude
- added enum-display-derive for some enums
- Made GetAddrMessage::max_results an Option<u16>, since this can be None
- Made InitializedStatic safe using a Mutex
- Removed all configuration related to wallets
fixing lint warnings
