Remove utils for input-format and paste-handler

• input-format can be used from the npm package 'input-format' directly. No really noteworthy changes happened in our copy in nimiq-utils. Changes were mostly for compatibility of native js imports in Edge. These changes are not relevant when using a bundler like webpack or rollup.
• paste-handler is not in use anymore and not really necessary anymore
