support of mbstring module #2

I want to run grav on this image but I get an error that mastering is required. I suppose its already installed with php7 but not activated. How can I do this? Plus: might this be a valid default?

Update: tried to mount a modified php.ini like this:

 -v $PWD/php.ini:/etc/php/7.0/apache2/php.ini

also without success

I'm in the process of moving so I will look into this asap after I settled
