I miss there the admin access, which could create, edit or delete each user.

Yes, me too :) IMHO it would be OK to create an initial admin/admin user, but then we should force the user to change the password on his first login with admin

This has been ported from the Yii 1 version, closing. I will fix remaining bugs today.
