IDEA: put _project_ setup in `{PEMR}`, _data_ setup in `{PEMprepr}` #2

@gcperk What do you think about moving the project-level setup functionality (setting the AOI name, making the project directory structure, template R files, even the fid) in the PEMr package, and using PEMprepr just for the data prep?

@ateucher - yes I like that idea. I had envisaged that users would only have to use PEMr and then the rest is under the hood so to speak.
