Dwarves not trying out other jobs when a path fails #201

Jobs aren't being distributed based on an "over-time" sorting of valid to 
invalid path'ed jobs. Essentially if a job is resigned (can't path to it), it 
should be ordered last.

Fixed! Done by lowering resigned jobs priority
