Emulate timer support for dimmer #1

The Velbus Dimmer modules (e.g. VMB4DC) do not support setting a particular dimvalue for a given period of time. (With the VMB4RYNO, you can switch a channel ON for a specified amount of time).

It would be nice to emulate this behaviour: to have VelbusPy keep an internal timer, and issue the corresponding commands to the Velbus at the appropriate time.
