Add keyboard shortcut and command settings editor #298

Formally define all commands available and allow the shortcut editor to assign the commands to keys, menu items, context menus, tool bar icons, etc. Allow packages to provide additional commands and default assignments.

Sites could install or configure key overload packages - for instance, EELS users may have a set of keys that make sense for their applications. The set of keys could be optionally enabled for a particular site. Generally sites should be able to configure key overload packages ahead of the default keys.

Anyway, other thoughts on what could go into the toolbar: All the stuff from the Info Panel? Possibly some things from Inspector Panel. In particular Data size, such as (1024x1024). Split window into LR Split window into TB Add ellipse (centered) - like the menu option does, not the way the current button does, although both are useful. Center current graphic on image. Processing/Reduce/Pick Region (Average)

Also provide a means for a user to assign a key-combined-with-click event to a script. Click to shift equivalent.

Users should also be able to save their custom changes into the profile.
