Missing community guidelines about how to report issues and seek support #212

The JOSS requires that software give clear community guidelines.

Community guidelines: Are there clear guidelines for third parties wishing to 1) Contribute to the software 2) Report issues or problems with the software 3) Seek support

obsplus has done a good job about "Contributing guidelines", but in both the repository and the documentation, I don't see any instructions about "How to report issues" and "How to seek report" (maybe I just missed them). For users who are not familiar with GitHub, they may not know what to do to seek support.

Good point. I guess I assumed a base-level familiarity with github but that may not be a fair assumption. I will add more explicit instructions.
