draft version 0.2.0 #221

This PR is a draft for version 0.2.0 of ObsPlus. It includes everything up to current master. It is a minor version increment (rather than patch) because of the inclusion of PyDantic.

Is there anything else we should consider doing before publishing the release?

It would be nice to add python 3.9 support but, if I am not mistaken, we will need to wait for ObsPy 2.0 before that can happen.

Ok, I haven't heard anything on this for a few weeks so I will go ahead and make the release.
