On the Steam Deck, some games like RE4 will stutter if they manage their own 60 FPS cap, due to the cap being uneven and not in sync with the display. The solution to this is to set the framerate cap for the game higher than 60 FPS, so that the system is what keeps it below 60 and can make sure frames are paced with the display.
I hope that explanation made sense. Point is, a setting to tweak the framerate cap up to 62 FPS or so would make this game play a good deal better on Steam Deck. The alternative is lowering the displays refresh rate to 59 FPS through Steam's performance management tools, but for RE4 that will slow down the game speed.
