Incorporate new niworkflows release #1062

What would you like to see added in this software?

I don't know if this is a given, but I would like to see a recent release of niworkflows incorporated into the next mriqc release in order to solve this issue: https://github.com/poldracklab/tacc-openneuro/issues/40

We might need a maintenance release of an earlier version, if all future releases are going to use synthstrip.
