Add `Delta % Dvar` measure #664

I'd suggest adding 'Delta % Dvar' (from here, Eqn (18), Table 4), which is the percentage excess DVARS variance at a volume (i.e volume pair, t,t+1). It is mean zero for good data, and has a concrete interpretation: If you average it, it's the average excess "fast, spikey" variance in the time series.
