As explain in the NILMTK issue, when you load the h5 file available on https://iawe.github.io/, the two mains are merged into a metergroup, and all the submeters refer to it as their upstream meter.
I believe this is not true and appliances are connected to only one of those main meters and they form a disjoint set.
