Please port to Python3.12 #1294

Hi, Debian wants to switch to Python3.12 which has deprecated distutils which is used quite extensively in nibabel. There is a bug report about this. It would be great if you could replace distutils before we try hard to poke around in the code to craft a patch. Kind regards, Andreas.

Just delete the nisext package, which will be removed in the next major release. Otherwise 3.12 is supported.
