Add a link to the Nipy Discourse instance as a venue where contributions should be discussed.

And @jhlegarreta if you rebase with the main branch (probably named master) the build error should be resolved, see https://github.com/nipy/nipy.github.com/pull/69.

@jhlegarreta it's not building in the CI - if you can debug locally / figure out the issue, that would be helpful!

Oh that's super weird, it's working for me now! I wonder if I caught it in a server restart or something? Anyway, let's get this merged, all LGTM.
