ENH: Refer contributors to Neurostars over tumblr for questions #70

Fixes #68.

Did not find a better way/phrasing to keep the tumblr ask option around.

Also, if contributors need to subscribe to the list ask a question, the links to the email address should be changed to the mailing list subscription site: https://mail.python.org/mailman/listinfo/neuroimaging

Yes; I am unable to find the issue. The only change wrt the previous working version in ab60e22 was to add a period in </a>.</p>. Line 9 has not changed.
