Python 3.7 end-of-life policy #646

Python 3.7 is nearly end-of-life. Any reason to hold onto it?

From discussion with @ghisvail, it would be good to preserve 3.7+ syntax for a bit, even if we drop CI when it gets hard to keep running tests.
