Annotation tools menu comes up when unwanted #594

What steps will reproduce the problem?
1. Turn on the experimental annotation tools
2. Long press on screen
 OR
Double tap at a region when double tap is assigned to other functions (such as 
Automatic Crop) that does not bring up either the menu bar or a dialog
3.

What is the expected output?
The annotation menu should not show up.

What do you see instead?
The annotation menu shows up (and takes up valuable screen real estate 
especially if the title bar is normally hidden).

What version of the product are you using?
v2.0.6

On what operating system?
Android 4.1 and 4.2

What device are you using?
Samsung Note 8 and Nexus 4

Long tap is the only way to display tools, so if you hold your finger on screen 
for a long time - it will show up.

On double tap - not reproduced.

Double tap: 
here are the steps to reproduce: 
- Turned on annotation in settings
- Configure taps - choose a region - change double tap to Crop pages (auto)
- double tap on the region previously chosen: 
  auto crop happens (as expected)
  but the annotation menu also showed up (unexpected)

Long tap: 
- this is not configurable, unlike the rest of the app
- I trigger it accidentally all the time when turning page slowly (a.k.a. 
thinking while turning page, so sometimes my finger rests briefly on the page 
without moving)
- there are other ways to display annotation (menu, configurable tap, and with 
the s pen on Samsung note devices) 

I would love to see an option to turn the long tap behavior off.
