Annotation tools menu comes up when unwanted

(This is request to re-open issue 594...)

What steps will reproduce the problem?
Double tap: 
here are the steps to reproduce: 
- Turned on annotation in settings
- Configure taps - choose a region - change double tap to Crop pages (auto)
- double tap on the region previously chosen: 
  auto crop happens (as expected)
  but the annotation menu also showed up (unexpected)

Long tap: 
- it is accidentally triggered all the time when turning page slowly (a.k.a. 
thinking while turning page, so sometimes my finger rests briefly on the page 
without moving)
- this is not configurable, unlike the rest of the app
- there are other ways to display annotation (menu, configurable tap, and with 
the s pen on Samsung note devices) 

What is the expected output?
For double tap: annotation menu should not come up 
For long tap: configurable (i.e. this behavior can be turned off)

What version of the product are you using?
v2.0.6

On what operating system?
Android 4.1 and 4.2

What device are you using?
Samsung Note 8 and Nexus 4
