Kyverno 1.10 policy updates

• update Kyverno version annotation in policies that have e2e test
• add generate.apiVersion field
• change audit and enforce to Audit and Enforce
• update chart versions
• remove generate rules from best practices

When you bump those annotations, you indicate to users that the policy has been tested and certified for Kyverno 1.10. Has that been done in all these instances?

@chipzoller I have removed the annotation from policies that don't have an e2e test yet.
