Reselect Files after Configuring Parsing Options does not allow Select #454

What steps will reproduce the problem?

1. Create new project with public domain test file (attached).
2. Click Configure Parsing Options.
3. Click Reselect Files button.
4. Uncheck 1st .csv file (notice 0 selected, even though 2nd .csv file is still 
selected.) INCORRECT.
5. Uncheck 2nd .csv file (notice 0 selected) CORRECT.
6. Check 1st .csv file again (notice 0 selected, should be 1 files selected)
7  Check 2nd .csv file again (notice 0 selected, should be 2 files selected)
