MMI site doesn't have PDFs (tasrit etc) for new plans.
MAVAT (interior ministry) site does, but has the infamous URL-masquerading issue
BUT - they masquerade the plan URLs, but not necessarily the PDF URLs themselves
So, a possible solution could be that every time we scrape a new plan in MMI, we run another scraper that looks it up in the MAVAT site and retrieves the PDF URLs.
