feat: add local backup/restore scripts

Description

adds two scripts to support a backup to/from a local usb stick. Highly specialized, usb stick must be

• formatted with `ext4
• automounted in /media/${USER}
• have a /backup directory on root level with 1777 permissions (like /tmp)
