current version requires static afp and other surveillance linelists and SIA data pre-2020. These static datasets are stored on EDAV

[ ] reconcile case counts (pre-2020) for static files, preprocessed new data and POLIS -> need input from team
[ ] add "local" option to preprocess_data()
