public link pop-over don't show when using unescaped simple quote #453

What steps will reproduce the problem?
1. Use a langage with simple quote in translation
2. Click on a public button

What is the expected output? What do you see instead?
A popup should appear with link. But nothing append because simple quote in 
translation break the code.

What version of the product are you using? On what operating system?

A manage to replace quote by html entity in my translation file. But it should 
be better thing to do this in manage-files.php script.
