Overview

This PR adds the "References" section to the pull_request_template.md. In that section, assignees should try to include the links to the references they have used to complete the task.

Changes

Added the "References" section
Added check items to each checklist (*Additional)
Aligned the conventions of the writing in the checklist (*Additional)
