Show uncertainty range in adaptation table #4

Feature request from nismod/infra-risk-vis#132 Show uncertainty range in right sidebar table for adaptation.

Needs a change to the API /api/features/sorted-by/adaptation to request or return upper/lower bounds on the uncertainty range. Currently in the frontend we work with feature.value only, which would need extending too.

Closed as not currently planning work on adaptation table
