Convert geoparquet to geopackage #41

Or other standard GIS file type? flatGeoBuf without building index?

Add conversion rule, use to convert outputs for review in qgis.

E.g. simple script for when it's acceptable to read the whole dataset to a single dataframe then write back out: nismod/jamaica-infrastructure:scripts/exposure/geoparquet_to_geopackage.py
