Spring clean #69

Remove obsolete osm_to_network.py
Add black and flake8 (will act on flake8 in future PR)
Path standardisation (adminboundaries -> admin-boundaries, both were used before)
Fix paths for exclude_countries.txt
Move parqet to geopackage utility script
Reformat codebase with black

While in spring clean mode, you could:
* add [`snakefmt`](https://github.com/snakemake/snakefmt) to requirements and run it

* see if `snakemake --lint` suggests anything useful (though I expect it to be super noisy)
