Goals:

disaggregate locations of production and consumption
step towards estimation of indirect effects of infrastructure failure, mapping transport flows and utility dependencies

Requirements:

some fairly aggregate sector breakdown
high spatial resolution - at least admin-1 regions, possibly gridded or site-specific

Potential sources

related work on building and population in #68 - particularly GHSL
IFPRI SPAM metadata
CGFI cement, iron and steel production assets webapge
follow up on proxies used in EDGAR emissions modelling - particularly "S3.2 Spatial proxies" pdf or "Table S4b – List of spatial proxy data" pdf which has a bit more supporting prose

A starting point could be to build upon some of the research that uses nightlights to map global industrial values (eg link below) and downscale the national/sub national sectoral data for “missing sectors” onto this as a first order approximation? https://link.springer.com/chapter/10.1007/978-981-16-6691-9_12
