Start to bring together the snakemake rules for the power and transport workflows.
Common folders for rules from both workflows, split by stage in pipeline (download, preprocess, etc.)
Extract rule-level variables to a storm_workflow_global_variables.smk file. This contains the majority of variables that are used in more than one rule. All rule variables are now uppercase to indicate they are global in scope (i.e. available after include in the Snakefile and all already included rules).
