When trying to obtain household data for a year which is less than minimum year in the SNHP, perform a linear extrapolation.

Its difficult to differentiate the formatting changes from the functional ones (esp due to tab size of 4)

Sorry - I have automatic linting setup to the PEP standard of 4 spaces. Let me see if I can circumvent it...
