Features

add OD baseline data and scenario option for year-on-year change, closes #27
compute and recompute derived factors - jobs accessibility as weighted sum, closes #25 and #26

Fixes/small changes

calculate year-on-year difference for arc scenarios
fix logic in config validation of production emitters
use unit jobs (not 1000s of jobs)
include attractors in output and figure filenames
plot difference in population density
